I think that if you press the "Learn more" link which appear in your capture, you can got it. This is apparently a particular requirement for the Google Play Store: basically you must provide a Privacy Policy text (if I am not wrong, maybe it's an URL with that text). Please, take a look at this Stack Overflow reply.
